The Russian council of the federation considers options for blocking of broadcasting in Russia by foreign mass media, if such media have audience in Russia. How should be defined “audience” and how to count such audience is not clear and it is not clear whether it is possible to make correctly at all.

Explanatory note to this draft underlines that relevant Russian authorities face obstacles when forbid dissemination of illegal information under current Russian law. First of all it is impossible to oblige search engines to exclude links to forbidden information in search results. Secondly VPN services nullify all endeavours targeted to control over dissemination of information in violation of Russian law.

Despite the negative review of administration of Russian president and others state authorities, top managers of already accredited collecting societies can’t refuse from idea of internet tax.
