Russian state duma intends to teach Yandex aggregating news

It is well known that some occurrences can be very prominent and trigger a lot of public attention. Newspapers have a little time to write news and to publish them in order to attract people to their web-sites in order to get traffic, sell ads etc. Even this note is an indirect consequence of such prominent occurrence, but relax it is published without intention to sell ads. So for the convenience of internet users there are providers who aggregate news by the certain topic, theme or any other category.

Roskomnadzor’s reciprocal mass media regulation in Russia

Russian internet watchdog Roskomnadzor (RKN) has decided to transpose the British approach to mass media regulation into Russia. Such decision has been made on reciprocal principle. The new supposed regulation is to be applied only to foreign mass media; the Russian mass media should be regulated as usual. UK regulator Ofcom has imposed on Russia Today because it believes RT has violated the principle of objectivity.

It was proposed to define what “internet crime” is

The Russian commissioner for human rights – Tatyana Moskalkova – has proposed to define in law what the internet crime is. She believes new definition would help people to avoid prosecution for repost and sharing in social networks. The relevant committee in the Russian Council Federation believes such proposal deserves attention and should be considered.

Russian deputies proposed to create monopoly for distribution of TV content in internet

Publicly available channels are to be distributed through so called “one window” in internet according to the new recently proposed draft law. Other web-sites, which don’t participate in “one window scheme”, are to be blocked. There is already the candidate to be such “one window” operator. The draft law aims to create the single system of legal distribution for 20 publicly available channels. This system should be launched from 2020.

Russian lawmakers want totally control the ability to emailing in Russia

A new draft law has been introduced to Russian state duma. This draft law proposes to enable electronic mail box for internet user only after checking of user’s cell phone. In other words under the draft law the emailing services is available for internet user only after his/her identification by cell phone. If identification fails for any reason the mailing service provider can disable emailing service.

An obligation on online services which store and give access to large amounts of protected content uploaded by their users to put in place appropriate and proportionate technologies and to increase transparency vis-a-vis rights holders

Against the backdrop of the role of user uploaded content services in the communication to the public of protected content, the establishment of an obligation to deploy technical means will have a positive impact on right holders.

Russian authorities intend to create the Russian analogue of Wikipedia

The Russian federal state budget should be the main sponsor who help to realize the intention. The Russian ministry of communication and digital development has already drafted the rules of such “sponsorship” in the form of law. The beneficiary of this sponsorship would be the Russian publishing house “The Big Soviet Encyclopedia”. This publishing house would receive money from state budget to found and maintain the “national interactive encyclopedic portal”.

Kast is a California businessman. One of his businesses is Atherton Trust, a real estate wealth management company. In order to develop a web-site for this business he hired website developer – Only Websites. Among other things, Kast “agreed to provide content and other material… throughout the development process.” Kast’s approval would be required on all work, “including the design, development and finalization of the website.”

The CEO of Russian first channel knows how to tackle piracy

It seems the last more complicated than deprive pirates of financial resources. The CEO said it is necessary to block the casino advertising.
