Reproduction right and the exception for temporary acts of reproduction
Linear transmission of TV content involves the reproduction of fragments of broadcast at various stages of the technical process. These fragments are temporarily stored in the decoder or in the RAM memory of the computer, depending on the technical means used to transmit the signal, and are created in the end user’s TV screen while watching the broadcast.

The Russian president wants free internet access, i.e. unpaid, for Russians. It supposed to be free access for social significant web-sites and online services, like state services for Russians, but including web-sites of mass media. Telecommunication operators dislike this idea, they ask for compensation of losses linked to free internet access for Russians. They would be obliged to transmit huge amount of traffic without payment requirement. The free internet access should be provided since 1st of March this year, but, as always, it wasn’t provided.

The Russian minister of communication has proposed to provide enforcement authorities with access to all personal data in online mode for the purposes of investigation? Personal data could include digital profile, id, and financial history, data received from mobile operators, financial institutions and different internet services.

Except such companies there are also Russian digital companies in Russia, but mostly with foreign owner or stakeholder, i.e. such companies are also in some sense a foreign companies. The most problem in competition with foreign market players in Russian internal market is rough and sometimes unreasonable regulation affecting Russian market players.

The blocking of web-resources doesn’t work effectively in the fight with online piracy in Russia. Actually restriction of access in Russia is possible under the court order in relation to certain address, mostly it is domain name. It is also possible to block mirror web-site, i.e. the site almost identical with blocked one, but with different domain name. But it is also is not as effective as right holders desire. Therefore the measures are going to be rigorous.

Not so many people can talk their language, not because it is non-official language in Russia, but because this language is unique and is not commonly widespread.

Actually the Russian wikipedia is not supposed to be created like its famous analogue. The Russian president endorses digitisation of Russian soviet encyclopedia, in other words the new encyclopedia is to be created centralized by the authors under editor’s control and on account of Russian state.
