Russian book publishers have not concluded the anti-piracy memorandum with Russian search engine – the so called Russian Google – Yandex. The audio-visual right holders have this memo, book publishers have not received cherished word “agree” from search engine, perhaps therefore they so aggressively defend their rights in online environment and especially make complaints in court towards to Yandex. May be they hint to conclude anti-piracy memo on books?
The appellation has granted Russian publishing house the motion to implement preliminary measures in relation to its two literary works. Illegal audio-versions of these two books were available on YouTube and Yandex.Video service. The court of first instance denied the same motion for lack of necessary evidence. Yandex and YouTube have to disable access to audio version in question. They will do it after receiving of court order.
Book publishers claim YouTube and Yandex are so called klondike of piracy in Russian segment of internet. Yandex is guilty because it searches information. Book publishers unlike music or movie right holders don’t have great success in courts (blocking, restriction of access, providing reliable evidence etc.). As long as book publishers and search engines can’t find meaningful dialogue, the book publishers state they are going to go all the way, including permanent blocking of Yandex or YouTube in Russia.
Book publishers insist to conclude anti-piracy memo analog to those signed with movie producers. But Google and YouTube have voluntary mechanisms aiming to prevent and tackle copyright infringement. Anyway the book publishers require also respect, duly esteem and attention. Book publishers admit, that Google has voluntary mechanism providing take down of illegal content, but they also claim Yandex don’t have such mechanism. Publishers wish work with IT majors more closely.
The problem with pirated content in Russian segment of internet can’ t be resolved in global scale for very long time. Blocking of torrents don’t give required result. But piracy in internet does not impede the Russian government to allocate in 2020 more than 3 bln Roubles for producing content for young people to consum it in Russian segment of internet. The money would be provided to companies who create content for internet audience. There will be four areas for financial help: video content, blogging, special project in internet mass media, games and software.
As example of “thematical lines” for financing were named “We are together”, “Do good things”, “We are proud”, “Do it” and “Living memory”. Effectiveness of financial help would be evaluated by the quality of projects, scale of audience and its reaction. The purpose of this sponsorship is to help Russian content producers and creation of appropriate conditions to improve their competitiveness. The more attention would be paid to socially oriented content. Such content would be published in social networks – YouTube, Instagram, Vkontakte, Facebook, TikTok.
