When Igor Shuvalov signed directive to executives of Russian state companies prescribing to give priority to Russian software instead of foreign software, he probably thought about Russian market and soft conditions for Russian software developers.
But not all are happy to this directive. It is not about foreign software companies whose products are licenced to Russian state companies. It is about Russian companies using foreign software. Immediate shift to Russian software can stop IT-systems. This directive can cause seriously risks for IT infrastructures of Russian state companies. It is not so easy to change software making certain system to work.
State companies have to spent time and resources in order to explain and justify their choice in favor of foreign software. So they have to spend more their resources in order to make sure relevant Russian authorities that they should work as usually, otherwise they can fail to “accomplish a plan”.
